The State's Employee Assistance Program

Sometimes personal and family problems can have a direct impact on personal well-being and work performance. Getting timely, professional help can result in a healthier, happier, more productive individual. We recognize the value in assisting employees and their dependents to find the best possible help in a timely manner. We are happy to provide an EAP, which is administered by Human Management Services, Inc. (Name of Organization: State of Delaware)

All employees who are enrolled in the State of Delaware non-Medicare health insurance plans, their dependents, and pensioners who do not have Medicare, may use the EAP. We encourage employees, their covered eligible family members, or other members of their immediate household, to take advantage of this important benefit when needed.

Information shared with the EAP is confidential. Information shared with the EAP will not be disclosed to anyone without the individual's specific written consent:

  • Except in cases of imminent threat of harm to self or others
  • Or as otherwise required by law or court order.

NOTE: EAP records DO NOT become part of an employee's personal file.

Cost of the Program
There is no cost to eligible employees, pensioners and dependents (participants) for the initial assessment or short-term counseling services provided by the EAP.

Fees charged by providers to whom the participant may be referred are the responsibility of the participant in coordination with their health insurance. The EAP professional will make every effort to coordinate care through the participant's State of Delaware health plan.

EAP providers are conveniently located within a reasonable distance from your home or work site. Day or evening appointments can be arranged to accommodate your work schedule. In case of emergency, an EAP counselor is available by phone 24 hours a day, 7 days a week.
